Gain insight into the climate change situation in the Andean region of Bolivia! Study on vulnerability of farmers and climate risk

The Andes Resilientes project carries out studies in the Plurinational State of Bolivia, Ecuador, and Peru, focusing on characterizing the vulnerability and climate risk of Andean Family Agriculture (Agricultura Familiar Andina, AFA) producers, as well as the implications for policies that strengthen their resilience. In this context, the non-profit civil entity, Promoción de la Sustentabilidad y Conocimientos Compartidos (Promotion of Sustainability and Shared Knowledge, PROSUCO), conducted this study within the framework of the Andes Resilientes al Cambio Climático regional project. Its scope involves the analysis of social, environmental, and economic indicators and variables that characterize Andean family agriculture, under the hypothesis that it requires differentiated policies and actions to strengthen its capacities and comprehensive resilience, especially in the face of climate threats exacerbated by climate change.

The study analyses indicators and variables based on available and representative secondary information from municipal (259) and communal (15,213) territories in the Andean region. This includes:

  • a diagnosis and characterization of the typologies of Andean family agriculture at the community level and their socioeconomic, environmental, and productive vulnerabilities,
  • an analysis of current and future climate risks,
  • adaptation of Notre Dame’s ND-GAIN methodology to characterize the level of comprehensive municipal vulnerability by analysing vulnerabilities in six strategic sectors (food, water, health, ecosystems, human habitat, and infrastructure), identifying municipalities with low or high vulnerability to climate change, and, on the other hand, the characterization and level of municipal preparedness capacity based on three components (economic, governance, and social), identifying municipalities with different levels of preparedness,
  • the development of a municipal adaptation capacity matrix for 259 municipalities and the identification of those municipalities that concentrate high vulnerability and low municipal preparedness capacity, requiring priority attention to improve their capacity to adapt to climate change, and
  • guidelines for specific policy recommendations at the municipal and national levels, based on the findings of the study.

Finally, the study’s results are summarized in a web platform with the purpose of becoming a monitoring tool that allows visualizing over time how the reduction of vulnerabilities and the improvement of municipal preparedness capacity are configured. In this regard, the study serves as a baseline that can be continuously updated based on data from censuses and other sectoral sources. The information generated can be accessed by various stakeholders, primarily municipalities in the Andean region, to plan their own and concurrent actions and work with their population on the adaptation and resilience of Andean Family Agriculture.
