In a collaborative effort led by the Resilient Andes to Climate Change project, a workshop was conducted in Bolivia aimed at updating the Investment Risk Analysis (IRA) tool. This tool is essential for incorporating climate resilience strategies into investment projects.
The workshop saw the attendance of representatives from various government institutions, such as the Ministry of Planning for Development (Ministerio de Planificación del Desarrollo), the Ministry of Environment and Water (Ministerio de Medio Ambiente y Agua), among others, as well as representatives from academia and non-governmental organizations. The goal was to assess and improve the IRA tool, used to strengthen investment projects against climate challenges.
In its first phase, Resilient Andes generated crucial information for national planning, identifying vulnerabilities and response capacities in over 250 municipalities and 15,000 communities. This information, vital for guiding efforts towards effective climate change adaptation, can be accessed in the Vulnerability Characterization Study of the Andean Zone of Bolivia (Estudio de caracterización de la Vulnerabilidad de la Zona Andina de Bolivia), which was prepared in 2022.
The IRA tool is a software designed to facilitate the incorporation of disaster risk reduction and climate change adaptation approaches into investment projects and enables the evaluation of project resilience to extreme weather events and long-term climate changes. It provides a systematic approach to identifying risks, prioritizing threats, and suggesting adaptation measures. Learn more about this tool in the following video.
The Resilient Andes to Climate Change project is a regional initiative driven by the Climate, Disaster Risk Reduction, and Environment Section of the Swiss Agency for Development and Cooperation (SDC) from the Lima Regional Hub. The project is implemented by the HELVETAS Swiss Intercooperation-Avina Foundation consortium in partnership with the International Institute for Sustainable Development (IISD) and in alliance with the International Fund for Agricultural Development (IFAD). Resilient Andes is implemented in Peru, Ecuador, and Bolivia, aiming to contribute to strengthening and coordinating the public and private actors’ capacities to provide services that enhance the resilience and adaptation capacity to climate change of rural Andean populations living in poverty and vulnerability, aiming to improve their water and food security. It is currently in the process of closing Phase 1 (2020-2024) and preparing for the second phase (2024-2027).
Resilient Andes to Climate Change is evidence of the ongoing commitment to climate change adaptation and the building of more resilient communities in the Andean region. Through this endeavor, Switzerland demonstrates its commitment to fostering a sustainable future resilient to climate change, acknowledging the vital significance of equipping Andean communities to address both present and future environmental adversities.
