The Evaluation of Natural Resources and Climate Change Department of the Ministry of Agricultural Development and Irrigation (MIDAGRI) has led a participatory process with the regional agricultural departments and regional stakeholders in Cusco and Puno, with the support and advice of the Andes Resilient to Climate Change project, and they now have a plan for implementing the NDCs in the agricultural sector for each of these regions.

Cusco and Puno are two of Peru’s most vulnerable southern regions at the highest risk of climate events such as low temperatures (ground frost), droughts and heavy rains that cause large losses in the region’s agriculture. It is vital that the regional governments coordinate with MIDAGRI to lead the effective implementation of climate change adaptation and mitigation measures at the regional level, in coordination with sector authorities and agricultural stakeholders in the region.
The Regional Action Plan for the Implementation of the Nationally Determined Contributions of the Agricultural Sector provides a common goal, linking the measures of the Nationally Determined Contributions (known in Peru as “Our Climate Challenge NDCs”) of the agricultural sector to the activities, on-going projects, proposals and investments of the regional institutional and operational plans, with the aim of carrying out regional climate change adaptation and mitigation measures focused on the areas of agriculture, adaptation measures for water and forests and mitigation measures for Land Use and Use Change (USCUSS).
The Cusco Regional Government has estimated a budget of S/ 1 866 235 805 by 2025 for operational activities and projects linked to the NDCs, while Puno has estimated a budget of S/ 1 503 916 867 by 2025.
The regional coordination, awareness-raising and socialisation of adaptation and mitigation measures started with a diagnostic that identified the planning instruments where the measures are articulated with a validated plan for their implementation in both regions with the participation of the various entities.

MIDAGRI has been carrying out activities like these since 2020, and Puno now joins the regions of Lima, Loreto and Cusco which already have an action plan, while in Piura, San Martin, Ica the process is in course. All regions are expected to have these management instruments validated and formalised by 2024, in order to collaborate with decentralised climate action.

Both plans were completed with the technical assistance of Swiss Cooperation’s regional project Andes Resilient to Climate Change and facilitated by the consortium Helvetas Swiss Inter-cooperation-Fundación Avina, in partnership with the International Institute for Sustainable Development (IISD) and in alliance with IFAD. Resilient Andes is part of SDC’s Global Programme on Climate Change and Environment. Its first phase runs from May 2020-April 2024.
