On 23 June, a delegation composed of SDC (including its Deputy Director, Christian Frutiger), the technical team of the Urban Transport Authority (ATU) for Lima and Callao, the CALAC+ Project (Climate and Clean Air in Latin American Cities) and a BYD Auto representative visited the bus yard in El Naranjal, to see ATU’s 100 % electric urban bus donated by the GSEP company (The Global Sustainable Electricity Partnership). The CALAC+ Project promotes the transport energy transition in order to meet the climate commitments (NDC) and contribute to clean air.

Following the visit, the delegation had a meeting at the SDC office to discuss the details of the support and coordination between the ATU and the CALAC+ Project.

The ATU representative commented that the ATU was working with the Congressional Commission of Transport and Communications on a Bill to amend the provision of regular and special transport services for Lima and Callao. Congress passed the Bill on 13 July and highlighted in its third article a Transitory Complementary Provision to define the granting and/or renewal of authorisations for regular passenger transport services for a period of five years, with the option to extend if the carriers renew units with clean technologies.
Joining forces
In Peru, the second phase of the Calac+ Project (Climate and Clean Air in Latin American Cities) works in coordination with the Ministry of Environment and the Ministry of Transport and Communications, and has expanded to include a third key partner: the Urban Transport Authority for Lima and Callao (ATU).
The ATU is a key partner for the first component of CALAC+, which addresses cleaner urban transport. In Lima, the aim is to promote fleet renewal and introduce cleaner bus technology (Euro VI diesel, natural gas and electric) in public transport.
SDC has worked in coordination with the ATU on designing clean standard buses (electric, natural gas and diesel) to renew the urban transport fleet. CALAC+ has provided technical assistance with the collaboration of regional experts to support the ATU in formulating the regulations for the standard buses, which have now been approved and published (RD No. 0011-2021-ATU/DIR and RD No. 0012-2021-ATU/DIR). In the project’s second phase, CALAC+ provides direct support for:
- Formulating the business model and associated regulations (for tenders) for introducing cleaner buses.
- Designing a scrap programme for urban public transport units. The legislation already exists, and can be implemented by government agencies, including the ATU.
